How do you Create RPGs like Pokemon Pro?

I've been trying for.....forever to make one, but I don't know how. Can someone help me? I think I have to download RPG Maker 2003, don't I? But what else do I have to download to make it Pokemon? And what do I need to open it on? I'm all ears

Well this is what you need. Download - Rpg Maker Xp http://tkool.jp/products/rpgxp/eng/download.html
and you also need to download Pokemon Essentials (AKA - PokeStarter) http://www.upokecenter.com/projects/pokestarter/
